On May 12, President of Brazil, Luiz Inácio Lula da Silva, met in Beijing with Chen Qi, Chairman, and Cheng Chenguang, General Manager of Windey. The parties reached significant consensus on deepening the cooperation of the new energy industrial chain between China and Brazil, technological innovation, and industrial integration, culminating in the signing of a memorandum of understanding. The meeting, coinciding with the 10th anniversary of the China-CELAC Forum, has injected new momentum into bilateral cooperation and marked a new phase in the green energy partnership between China and Brazil.

President Lula expressed high praise for Windey’s global leadership in technology and practical achievements in the new energy sector. He stated that Brazil is accelerating its energy diversification and low-carbon transition strategy, expressing eagerness to deepen cooperation with Chinese enterprises in exploring new paths for green energy development. He emphasized that the new energy cooperation would serve as a crucial engine for the comprehensive partnership between China and Latin America, promoting sustainable development in the region.

Chen Qi elaborated on Windey’s global presence and technological advantages in the new energy sector, proposing four strategic directions for deepening cooperation with Brazil: technological innovation, local manufacturing, energy optimization, and agricultural integration. He announced plans to establish a new energy innovation center with Brazil’s CIMATEC, focusing on wind power, photovoltaic, energy storage, and green hydrogen technology development. The company will invest in wind turbine and energy storage equipment manufacturing bases in the states of Bahia and Piauí, promoting localized and intelligent production. Additionally, it will pilot “wind-PV-storage + smart microgrid” projects to optimize energy supply in remote areas and promote the integration of agricultural and energy resources.

President Lula and the Brazilian government expressed strong support for these cooperation initiatives, viewing them as catalysts for Brazil’s energy structure transformation, grid stability enhancement, and regional economic and ecological development.

As core members of the BRICS nations, China and Brazil share highly aligned visions in addressing climate change and promoting low-carbon transition. Based on the memorandum of understanding, both parties will commit to accelerating project implementation through practical measures, providing a “China-Brazil solution” for the green transformation of BRICS nations and global climate governance. This cooperation also paves a new path for building the China-Latin America community with a shared future, demonstrating both parties’ determination to jointly address global challenges.

The meeting was attended by the Brazilian Chief Minister of the Civil House, Minister of Mines and Energy, Acting Minister of Development, Industry, Trade and Services, and the governors of Bahia and Piauí states.
