On July 23, Guangdong Beibu Gulf Offshore Wind Power Development Co., Ltd. (hereinafter referred to as “the company”) was officially unveiled and established. Yu Gang, Secretary of the Zhanjiang Municipal Committee and Director of the Standing Committee of the Zhanjiang Municipal People’s Congress, He Yu, Deputy Secretary and Deputy Director of the Guangdong Provincial State-owned Assets Supervision and Administration Commission, Huang Jiangjiang, Deputy Director of the Guangdong Provincial Energy Bureau, Chen Qi, Chairman of Windey Energy Technology Group, and senior executives from partner companies jointly witnessed the event.

The company was jointly established by Guangdong Energy Group, Windey Energy Technology Group, Zhanjiang Urban Development Group, and Guangzhou Industrial Investment Holding Group. It is a key initiative for Zhanjiang to transform its marine resource advantages into industrial advantages and another benchmark in the offshore wind power industry model created by Windey Energy Technology Group.

On behalf of the Zhanjiang Municipal Committee and Municipal Government, Yu Gang extended warm congratulations on the establishment of the company. He pointed out that the company integrates the profound industry experience of Guangdong Wind Power Co., Ltd., the leading technological advantages of Windey Energy Technology Group, the rich industrial resources of Guangzhou Industrial Investment Holding Group, and the deep-rooted strength of Zhanjiang local enterprises. It will undoubtedly propel Zhanjiang’s offshore wind power development from “single-point breakthroughs” to a new stage of “regional-wide coordination”, injecting strong momentum into Zhanjiang’s leapfrog and high-quality development. It is hoped that the company will adhere to high-start planning, efficient advancement, and high-quality development, accelerate the completion and operation of projects, continuously improve construction and operational levels, and strive to build a top-tier offshore wind power development and operation platform in China and a benchmark in the green energy industry. The Municipal Committee and Municipal Government will go all out to provide full support and guarantees for the company’s growth and jointly promote the steady and long-term development of the offshore wind power industry.

He Yu pointed out that the establishment of the company is a milestone achieved through the joint efforts of the provincial state-owned assets and enterprises system and Zhanjiang City, thoroughly implementing the national “dual-carbon goals” (carbon peaking and carbon neutrality goals) and the work deployment of the provincial committee and government, to build a “New Maritime Guangdong” and promote the high-quality development of the offshore wind power industry. It is hoped that the company will base itself on national strategies, leverage the advantages of state-owned assets, plan for innovation-driven development, fulfill social responsibilities, and write an excellent answer sheet for Zhanjiang’s green development. The Provincial State-owned Assets Supervision and Administration Commission will continue to support the enterprise, working hand in hand with Zhanjiang City to compose a new chapter in the development of Guangdong’s offshore wind power.

Huang Jiangjiang stated that the establishment of the company is a key deployment based on the overall situation of regional coordinated development, leveraging Zhanjiang’s unique geographical advantages to promote the large-scale and intensive development of offshore wind power in the Beibu Gulf. It will further coordinate and expand the offshore wind power market in Guangdong Province, contributing to the green and low-carbon transformation and upgrading of the energy sector. The Guangdong Provincial Energy Bureau will actively promote the company’s development and the offshore wind power development in the Beibu Gulf, planning from a high position, constructing with high standards, innovating at a high level, and collaborating with high efficiency, injecting strong momentum into the province’s offshore wind power development.

Chen Qi noted that Zhanjiang possesses superior marine wind energy resources, deep-water ports, and geographical advantages, laying a solid foundation for building a national and even world-class offshore wind power base. Windey will collaborate with Guangdong Energy Group, Zhanjiang Urban Development Group, and Guangzhou Industrial Investment Holding Group to integrate their respective strengths in offshore wind power development, infrastructure construction, industrial cultivation, and park operation. Together, they will advance the development of far-reaching and deep-sea wind power in Zhanjiang, strategically planning three types of industries: offshore wind power mother ports, offshore wind power equipment, and power. Meanwhile, Windey will establish Zhanjiang as its southern headquarters, leveraging its national-level new energy “industry chain leader” advantage to build a trillion-yuan-scale marine industrial cluster. Utilizing Zhanjiang’s port and industrial cluster advantages, Windey will expand into offshore and overseas wind power markets, creating an international export hub targeting the Middle East, Southeast Asia, and Europe, and promoting the global expansion of Zhanjiang’s offshore wind power industrial cluster.

During the event, Chen Qi and his team visited the production front line of Windey’s Zhanjiang base, conducting on-site research on production operations, capacity planning, and safety management. He emphasized that safety production must be prioritized, with responsibilities firmly assigned and enforced at every level to ensure strict compliance with regulations in all aspects, providing a solid foundation for stable and efficient production.
